Aura & Harmony Program
With a projected population of 69,000 residents in Aura by 2056 and 20,000 residents in Harmony by 2026, essential water and wastewater assets will be required to service the communities. Unitywater’s program of works is providing these essential services and is vital in meeting the future demands of the growing communities, ensuring their long-term sustainability and development.

PROJECT BACKGROUND
The program of works includes three major projects which began in 2023 and are scheduled to conclude in 2026.
Aura Water consists of a new water reservoir and 12km of new water main from Ewen Maddock Water Treatment Plant to Aura in Caloundra South. The project crosses ecologically sensitive areas, critical road corridors such as the Bruce Highway and consists of both trenched and trenchless solutions.
Aura Wastewater consists of a new pump station and 12km of new pressure pipeline from Aura in Caloundra South to the Kawana wastewater treatment plant. The project consists of both trenched and trenchless construction as solutions to mitigate the risks of ecologically sensitive areas, difficult ground conditions and busy road corridors.
Harmony Water consists of the construction of a new water reservoir at Tanawha and installation of 2.6km of new water main from the reservoir to Harmony in Palmview. The project crosses the recently completed Bruce Highway and Sunshine Motorway intersection and consists of trenched and trenchless construction.
CPM was engaged to provide project management and engineering services to support the delivery of the three projects within the program. Our team brings significant value through extensive experience in commercial management, design management, engineering, construction, contract management, project management and operational readiness across water and utility projects.
CPM SCOPE OF WORK
CPM iwa engaged to manage and lead the Scope Development, Contractor Selection from tender through to award and subsequently ensure works are executed in accordance with the contract requirements as owner’s engineers, project engineers and project managers. Activities include:
- Project Management through the project lifecycle.
- Coordination of the interface between design, construction, and commissioning for all separable portions.
- Management of project quality, cost, time management and risk management.
- Management and oversight of Project scope adjustment and collation of variations.
- Project close out and handover to Unitywater operations.
- Input to and coordination with external stakeholders.
- Input to and coordination with Unitywater internal stakeholders.
- Management of external consultants.
RELATED PROJECTS
Seqwater Dam Improvement Program
In accordance with its Dam Safety Management Program and Dam Safety Policy, is undertaking the planning and delivery of the upgrade of the Somerset, Wivenhoe, North Pine and Lake Macdonald dams. The dams plan an important role in the South East Queensland water grid and continued performance and safety is critical to the region. The Dam Improvement Program will improve the capability of Seqwater’s network of dams to withstand extreme floods and earthquakes.
Cressbrook Dam
Toowoomba Regional Council’s Cressbrook Dam was upgraded to meet the requirements of the Guidelines of Acceptable Flood Capacity (AFC) for Dams (ANCOLD 2000) to improve the dam’s ability to withstand extreme events.
Narrogin Wastewater Treatment Plant
Narrogin Waste-Water Treatment Plant (WWTP) project consisted of the design and construction of an upgraded low energy WWTP that supplies a wetland for final treatment prior to discharge to the environment. The upgraded WWTP required demolition and construction of a number of key structures while maintaining full operational functionality of the plant.
