Mahon Bridge
The project was the replacement of the existing concrete bridge that was constructed in 2009 and damaged in the January 2013 flood event. Following the floods a number of deficiencies were identified with the bridge which necessitated a load restriction to be imposed and a reduction in capacity from two to one lane. A funding submission was required to secure funding for the new bridge.

PROJECT BACKGROUND
Mahon Bridge was constructed in 2009. During the January 2013 flood event, the bridge was found to have a number of deficiencies which necessitated imposing load restrictions on the bridge and reducing the capacity from two to one lane.
Lockyer Valley Regional Council (LVRC) wanted to reinstate the two lanes as it was a vital heavy vehicle access for commercial enterprises.
Following several unsuccessful funding submissions to the Commonwealth Government, LVRC lacked sufficient funding and engaged CPM to prepare a business case to support a renewed successful funding application.
CPM SCOPE OF WORK
- CPM was engaged by LVRC to develop a comprehensive business case to support a funding application for the replacement of the bridge. The business case included detailed definition of the project scope, cost estimates, delivery program, and identification of all necessary planning and environmental approvals. CPM ensured the business case met the Commonwealth Government’s investment criteria, resulting in a successful funding outcome.
- Following the Commonwealth conditional funding approval in early 2023 (contingent on project completion within a two-year window) LVRC re-engaged CPM to provide project delivery support.
- CPM recommended a standard design bridge that would meet the timing requirement and addressed identified risks.
- CPM submitted a reverse design brief in late April 2023 with investigation works commencing on the project in early June 2023.
- CPM developed Project Management Plans to help understand the project risks and opportunities.
- CPM also worked with LVRC to ensure the design maximised benefits with the available budget.
- Design, resumptions and early procurement were completed in 2024.
- CPM Civil was engaged to construct the bridge for the council as a part of the proposal.
KEY ACHIEVEMENTS
Successful Funding Acquisition and Strategic Planning
CPM successfully secured Commonwealth Government funding for the replacement of the bridge, overcoming prior unsuccessful attempts by the client. In doing so, CPM developed a compelling business case and provided strategic guidance to ensure alignment with funding program criteria. Upon approval, CPM fast-tracked critical pre-construction activities – including planning, approvals, and procurement processes to meet stringent timeframes associated with the funding agreement.
Seamless Transition to Construction Delivery and on-time delivery
Construction of the new bridge commenced in January 2025, led by LVRC with CPM Civil as the delivery contractor. CPM played a key role in coordinating project start-up activities, ensuring a smooth transition from planning to delivery. Works were completed within the stipulated funding timeline, demonstrating disciplined project controls and effective stakeholder coordination.

The new bridge meets the AS5100 standards and supports heavy vehicle loads.
