Suttons Beach Pavilion
In February 2022, the City of Moreton Bay engaged CPM Advisory and Project Management (CPM) to undertake a strategic assessment and options analysis of the Suttons Beach Pavilion complex to determine future uses for this site for Council to consider.

PROJECT BACKGROUND
Suttons Beach Pavilion is located in Suttons Beach Park at 50 Marine Parade, Redcliffe. Since its original construction as a bathing pavilion in 1937, Suttons Beach Pavilion has been altered, expanded, and renovated, principally since approximately 1999. At closure in February 2022, the complex contained a restaurant with casual and fine dining, a bar and a dedicated function centre located in an adjoining building.
Suttons Beach Pavilion has considerable significance for many in the community extending beyond its heritage values. Community engagement undertaken by Council highlights many positive visitor experiences enjoyed at Suttons Beach Pavilion and/or the surrounding park and beach, often extending back many years and across family generations.
Following closure of the site in February 2022, CMB commissioned detailed invasive testing to clarify the condition of structural elements of the complex. The findings were provided to community and highlighted three options that remained for the future of the complex:
- Fully rectify/refurbish.
- Partially demolish and partially retain with rectification and refurbishment.
- Demolish and replace.
There was a significant community response to closure of Suttons Beach Pavilion and some strong community concerns put forward about the loss of amenity, perceived loss of cultural heritage values and concerns for the future Suttons Beach Pavilion and amenity to be provided at the site.
To avoid any duplication, CPM commenced this project by extracting key findings from previous investigations and reports commissioned by Council which covered community engagement, cultural heritage, building defects and structural condition and planning requirements. This was followed by extensive consultation with key CMB stakeholders and the formation of a Project Working Group to identify the problems, service needs and targeted benefits for Council endorsement. This allowed a detailed analysis to then be undertaken and recommendations developed that were relevant, targeted and addressed the service need.
CPM SCOPE OF WORK
In June 2022, CMB engaged CPM to:
- Undertake a Strategic Assessment to identify the problems associated with the site, the service needs of Council to invest in the site, and potential solutions that could address the problems and service need.
- Complete an options analysis to filter the breadth of options by applying an analytical methodology and rigorous evaluation criteria.
- Make recommendations for future uses of the site for decision makers to consider and progress to the next stage of assessment.
- Prepare associated briefing documents for Council’s General Meeting and to inform Councillors’ decisions as to future options for the site.
KEY ACHIEVEMENTS
- CPM was able to achieve strong project outcomes by working closely with CMB managers and staff to ensure input, feedback and endorsement were received at key stages of the project life cycle.
- The project presented complex challenges including community dissatisfactions with closure of the complex, complex heritage considerations, physical constraints of the site, zoning, and accessibility considerations. CMB followed a thorough analytical methodology to deliver succinct recommendations that considered the problems and services needs for Council to invest in the site.
- Key recommendations in the CPM report for the future of Suttons Beach Pavilion were adopted at the 15 March 2023 Council General Meeting, providing a clear direction for next steps for the site.
- CPM was then engaged by CMB to continue providing project management and design services in the next stages of the project, including development of a detailed business case.
RELATED PROJECTS
The Wave (Sunshine Coast Rail Line)
The Wave is a major Queensland Government public transport initiative delivering a new passenger rail line from Beerwah to Birtinya, with a metro-style connection to the Sunshine Coast Airport via Maroochydore. Sunshine Coast Council engaged CPM to provide strategic advisory and technical support to negotiate an Interface Deed with the Department of Transport and Main Roads (TMR), ensuring Council’s long-term interests, obligations and community outcomes are protected across all stages of this transformational project.
Aura and Harmony Program
With a projected population of 69,000 residents in Aura by 2056 and 20,000 residents in Harmony by 2026, essential water and wastewater assets will be required to service the communities. Unitywater’s program of works is providing these essential services and is vital in meeting the future demands of the growing communities, ensuring their long-term sustainability and development.
Seqwater Dam Improvement Program
In accordance with its Dam Safety Management Program and Dam Safety Policy, is undertaking the planning and delivery of the upgrade of the Somerset, Wivenhoe, North Pine and Lake Macdonald dams. The dams plan an important role in the South East Queensland water grid and continued performance and safety is critical to the region. The Dam Improvement Program will improve the capability of Seqwater’s network of dams to withstand extreme floods and earthquakes.
