Port of Brisbane Pty Ltd (PBPL) completed fuel infrastructure upgrade works at its three Brisbane berths used for fuel imports. The upgrades to existing facilities improved asset reliability and reduced operational risks.

PROJECT BACKGROUND

PBPL's three primary fuel import berths required a range of upgrades to improve asset reliability, reduce operational risk and futureproof the facilities.

All fuel import facilities required improvements to be made to the operational environments. These factors combined to create a challenging and dynamic project delivery environment.

The projects included upgrading existing facilities and construction of replacement assets at the Port North Common User Berth, Fisherman's Island Bulk Berth and the Pinkenba Common User Berth.

Works included:

  • Fire system upgrades: new fire pumps, foam systems, fire monitors, and detection and alarm systems
  • Marine structural upgrades, including pile replacement and pile wrapping/coating
  • Concrete and structural steel repair and rehabilitation
  • Replacement gangways and access platforms: impact assessments for third-party infrastructure, procurement of new ship-shore access gangway
  • Process systems upgrades including marine loading arm stripping pumps, instrumentation and SCADA implementation for remote monitoring.
CPM SCOPE OF WORK

CPM was engaged as an integrated part of the PBPL team to provide project management services for the suite of contract works at the facilities. 

Project management services included:

  • Management of early investigation works and design consultants
  • Development of tender documentation for a range of delivery options including D&C, Construct Only and Minor Works
  • Engagement with internal and external stakeholders such as operations, customers, tenants and executive leadership
  • Contractor selection from tender through to award
  • Contractor management including health and safety oversight, quality inspections and monitoring and contract management (evaluating variations and progress claims etc)
  • Commissioning management for newly installed systems
  • Facility documentation management including updating and preparing documents for operation.

KEY ACHIEVEMENTS
  • No unplanned disruptions to shipping operations
  • CPM's contracting strategies and in-depth technical understanding of the scope facilitated the use of specialist subcontractors resulting in significant efficiencies allowing the projects to be delivered within the approved budget, despite significant industry cost perssures
  • CPM worked closely with PBPL to provide schedule certainty required for the efficient delivery of the works while allowing business-as-usual operations to continue
  • The CPM team was integrated into the PBPL teams which promoted a collaborative approach that supported the development of internal and external stakeholder engagement and relationships.
